I think the NFS series has multiplayer series, but may only port over the Internet? This is true of Underground, but can be fixed with a user-made program that tricks the game into thinking it is accessing the online NFS:U server when it really only stays on your LAN. I googled for a link but can't seem to find it, though I still have the prog myself. If you're intrested and can't find it, I can email it to you.

As to game suggestions, I'd go with NFS:U and NFS:U2 or NFS: Porsche Unleashed if you want something less twitch based and more skill based (after all, you did say sim). On that note, if you really do want a completely realistic racing simulator, LFS S2 is exactly what you are looking for. Then again, maybe I won't need to email that file, because it is. Using it is prety easy. Unpack it anywhere on all computers running the game, run nfsuserver.0.9.9.exe on your better computer, start nfsuclient.exe, hit the 'find local server' button, click on the sever name/ip which will pop up in the box to the right, click 'use server'.
Repeat the steps involving the nfsuclient on the second computer, start game, and go into the multiplayer menus and it will all work great. Note: It may not look like it is working at first, since the game asks you to create an online profile and login and whatnot. Just enter any data you want and it will work fine. This all works without being connected to the net. Also keep in mind that the multiplayer menus are set up a little funny.
It may take some obscure button hunting, but it is possible to race any of the race modes in LAN, drag included. Just ask if you need any help. And due to your location, your best bet is to get the game illegitimately. While not many people like doing that, unless you find the game purchasable online or a website that can ship to your location, it may be your only option. I can provide a download if you are willing to get the game in this manner. To be honest, there's not a huge amount of reason to get this game legitimately anyway.
All of the copyright holders are gone, other than those accquired by Square Enix, and the last thing they care about is this game. They are the only reason this game isn't on GOG, and while someone like them might get this game's license, it's highly unlikely, and won't happen soon by any means. This game may as well be considered abandonware by now.
